LIBERTY Dental Plan, a leading benefits administrator founded in 2002 by dentists and health industry professionals, which currently administers dental benefits in all 50 states, today announced the appointment of Tom Choate as President and CEO. Choate succeeds Marti Lolli, who has decided to pursue other opportunities outside the company. Lolli will be available over the next 30 days to assist in the transition.
Choate, who joined LIBERTY’s Board of Directors in September 2023, brings decades of leadership experience in healthcare, including more than 25 years as a senior executive at UnitedHealth Group in a variety of leadership roles focused on delivering high-quality, affordable, long-term solutions to meet the needs of a range of customers. He most recently served as a Senior Vice President, leading strategic initiatives for the commercial OPTUM pharmacy division.

Prior to his role in the commercial OPTUM pharmacy division, Choate served as CEO of UnitedHealthcare National Markets, where he was responsible for the growth and financial performance of these market-leading businesses, delivering high-quality, affordable, long-term solutions to meet the needs of more than 2,000 clients and 11 million members across the United States, which represented more than $24 billion in revenue. Choate also served as Chief Growth Officer for UnitedHealthcare’s commercial business from 2012 to 2015, supporting sales operations, broker and consultant relations, aggregated employer business, and the Federal Employee Benefits program.
Choate holds a master’s degree from Dartmouth College, a bachelor’s degree from the University of Connecticut, and is a graduate of the Wharton/UHC Executive Leadership Education Program. He also has served as a board member of Leadership Greater Hartford and the Southeast Region board of UnitedHealthcare Children’s Foundation. Choate lives in Orlando, Florida, with his wife and three children.
